​The importance of having a safe, secure and comfortable place to call home cannot be overstated. Numerous studies show that stable housing goes hand in hand with good health, improved job stability and performance, and increased success in school.

Since 1982, many generous Lewis County residents have committed their time, energy and talent to provide decent housing for their friends and neighbors. Some serve or have served as a member of the Board of Directors, donating their time to set the direction of People’s Self-Help Housing, Inc. (PSHH) as a non-profit organization addressing the housing needs of low and moderate-income residents. Others have spent years as PSHH employees or subcontractors, dedicated to improving housing conditions day after day, through blistering heat and finger-numbing cold. All are making a visible difference in housing in our little corner of the world, and more importantly, making a difference in the lives of hundreds of individuals and families we serve each year.

FINAL NOTICE AND PUBLIC EXPLANATION OF A PROPOSED ACTIVITY IN A FEDERAL FLOOD RISK MANAGEMENT STANDARD (FFRMS)-DESIGNATED FLOODPLAIN
 
To: All interested Agencies, Groups, and Individuals
 
This is to give notice that the Kentucky Housing Corporation (KHC) has conducted an evaluation as required by Executive Order 11988, as amended by Executive Order 13690, in accordance with HUD regulations at 24 CFR 55.20 in Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection. The activity is funded under the HOME Investment Partnerships Program. The proposed project is located at 8081 E KY 8, Vanceburg, Lewis County, KY 41179 (geographic coordinates: 38.60784298202952, -83.1936418681084) and is located in the Federal Flood Risk Management Standard (FFRMS) floodplain. The extent of the FFRMS floodplain was determined using the 0.2 percent flood approach. The proposed activity involves the new construction of a single-family residence to replace a pre-existing mobile home. The project site is approximately 0.5 acres and consists of one residential unit. The project site is located within Zone X- 0.2% Annual Chance Flood Hazard, Areas of 1% annual chance flood with average depth less than one foot or with drainage areas of less than one square mile (a.k.a. the 500-year floodplain) as identified by FEMA FIRM Panel 21135C0252D, eff. 4/16/2023. The existing natural and beneficial functions of this area include floodwater storage and conveyance; however, the site is currently utilized for residential purposes. Approximately 0.5 acres of the FFRMS floodplain will be potentially adversely impacted by the proposed activity.
 
KHC has considered the following alternatives and mitigation measures to minimize adverse impacts and to restore and preserve natural and beneficial functions and intrinsic values of the existing floodplain:
 
(i) Reasons for Action in Floodplain: The project must take place within the 500-year floodplain because the homeowner already owns the property and the program's primary objective is the replacement of a substandard, existing housing unit on its original site.
(ii) Alternatives Considered: A non-floodplain alternative was considered but deemed impracticable. Relocating the project to a different site outside the 500-year floodplain would require the acquisition of a new lot, which would significantly exceed the program's subsidy limits and the financial capacity of the low-income homeowner. The "No Action" alternative was also rejected, as it would leave the residents in without safe, habitable housing.
(iii) Mitigation Measures: To minimize adverse impacts, the new residence will be constructed using a block/crawlspace foundation. The finished floor elevation will be set above the 500-year (0.2 percent) flood elevation of 537 feet (NAVD88). Additionally, as a condition of the federal assistance, the homeowners will be required to obtain and maintain flood insurance in perpetuity to mitigate the financial risk of potential flood events. The project will comply with all state and local floodplain protection procedures.
 
KHC has reevaluated alternatives to building in the floodplain and has determined that it has no practicable alternative to floodplain development. Environmental files documenting compliance with Executive Order 11988, as amended by Executive Order 13690, are available for public inspection, review, and copying upon request at the address listed below.
 
There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.
